Episode Name: The Case of the Bogus Justice Machines
Episode Synopsis: It's a calm day in Empire City and Big Boss is sitting in his car with Squeaky Clean, seemingly watching an innocent couple parking their car...but suddenly a large, lumbering robot wheeled out, grabbed the man, scanned him, chained him to the sidewalk, and informed him that he had broken the "No Parking" rule on this street. This robot acts as Judge and Jury as well, proclaiming him immediately guilty and leaving him there, trapped on the street. As the robot wheels away, Big Boss seems quite pleased and convinced that Empire City will soon be "theirs".
We shift to the COPS precinct where Bullet-Proof is filling in the COPS on the new "Instant Justice" program, which has been approved by the City Council. Mace shares his disdain for this new system, but Bullet-Proof tells him to leave his opinions at the door.
Back in Empire City, a businesswoman finds herself confronted by one of the "Instant Justice" robots, who informs her that she was jaywalking...somewhere else in the city, a man gets his hat blown off his head, and yet another robot corners him about "littering". Even two kids riding skateboards get nabbed for speeding. It would seem these Instant Justice robots have some bugs to work out...or do they?
On another side of town, Berzerko and Ms. Demeanor are making off with bags of gold from one of Empire City's many banks...they slide into their Roadster and Air Speeder vehicles, however the loot is too heavy for Ms. Demeanor to take off with it. The COPS burst onto the scene, it would appear just in time; Mace and Highway immediately give chase, one in a patrol car, and one on a Bluestreak Motorcycle. The two Crooks split up, Berzerko taking the "low road" while Ms. Demeanor takes the high road, and ends up on top of a cross-city train with Highway close behind. Highway chases her through the train tunnel and out onto a grassy hillside, where he skids off the edge on his motorcycle, threatening to plummet down to the city streets below. He activates his ejection seat and ends up on Ms. Demeanor's Air Speeder, but the weight proves to be too much, and the Air Speeder spirals down and crashes back onto the elevated train. While Highway is preparing to bring in Ms. Demeanor, one of the Instant Justice Machines arrives and interrupts him, but to Highway's shock and surprise, the Instant Justice Machine sets her free based on "circumstantial evidence".
Enraged, Highway and Sgt. Mace bring this up to Bullet-Proof's attention, who notes that arrests are WAY up on incidental, non-serious crimes while Crooks are getting away with more serious transgressions. Bullet-Proof asks Mace and Barricade to tail Ms. Demeanor, and they find her exiting a local gym, and then they follow her to a rundown corner of Empire City, a corporation named Vetrocon, to be exact. Mace and Barricade arm up and get ready to go see exactly what Ms. Demeanor is doing inside, and what they see is not good. Ms. Demeanor is meeting up with City Councilman Vargas and giving him fistfulls of cash in order to promote these "Instant Justice" machines. Something fishy is in the Empire City Council!
Barricade wants to take it slow, but Mace isn't waiting around, and he's ready to bust some heads, so the two go down together, and Barricade slams the door down with his "Mule", so they charge in, ready to arrest the two criminals. But waiting inside are the Instant Justice Machines, and soon, it's Barricade and Mace who are cuffed and helpless.
Big Boss and the Crooks come to Vetrocon and speak with Councilman Vargas, trying to encourage him to get rid of the two COPS permenantly, but he doesn't seem willing to go that extra step. Meanwhile, Bullet-Proof is reading a newspapar article that quotes Vargas as saying that COPS are a thing of the past...so he decides they need to pay the councilman a little visit. Barricade, while bound and trapped with Mace begins to turn things around on the Justice Machine standing guard...using a negotiation technique to get in good with the captor.
Bullet-Proof and Bullseye don't find Vargas in his office, but they are told by someone there that he's been spending some time at Vetrocon! They take off in the Air Raid chopper, heading right for Vargas and the Crooks. The two COPS turn on their surveillance mikes and hear that Mace and Barricade are captives inside the warehouse. They locate the two with Air Raid's infrared cameras...as the two land, Bullet-Proof puts in a call for backup, and the COPS all charge out of their precinct, heading straight for Vetrocon. The two COPS don't want to wait, so Bullet-Proof kicks down the door and they charge in...but Vargas refuses to be taken without a fight! Up in the control room, he uses the manufacturing equipment to try and take down the COPS, but ends up destroying a bunch of the Instant Justice Machines in the process. Bullet-Proof and Bullseye let their guns do the talking, and take down a bunch of the Justice Machines while Barricade sweet talks their guard into letting them go as well. Suddenly Bullet-Proof and Bullseye are caught by the machines, but the rest of the COPS arrive just in time, rampaging through the rest of the Instant Justice Robots. Vargas is cornered in the control room by Mace and Barricade, and he threatens to blow the whole place up...but Barricade holds Mace back, who just wants to jump him, and negotiates with him, calming him down so they can place him under arrest. Case Closed.
